Restrictions include limiting operating hours and where new clinics can open to limit “pill mills” where prescription drug addicts can easily obtain narcotics.
Pain management clinics are also not allowed to open within 1,000 feet of a pharmacy, school or home; to accept cash only; to operate later than 7 p.m. or earlier than 7 a.m.; or to allow customers to line up outside.
